We need to build a really smart application where we have multiple level of authentications (ACL), controlled menus, backend communication.
Will CodeIgniter be the winner ? or Liferay ?

I vote for http://www.kohanaphp.com/ (running on php5 only & based on codeigniter)
then http://codeigniter.com/
Try webber or backendpro. These are third party modifications of CodeIgniter and fully oriented to backend.
We run a 200+ employee company, with 12 locations nation wide. It powers their Inventory, POS, CRM, CMS, Accounting etc. etc. etc. all in Codeigniter.. so it can do it (just like any other setup can) its all up to your skillset and what you are best at.
Why not consider Zend framework:
1- Zend ships Dojo Toolkit to support out-of-the-box rich internet application development
2- Zend and Oracle have partnered to deliver Zend Core for Oracle that supports businesses using PHP with Oracle Database for mission-critical Web applications
3- CI doesn’t have built in ajax support
4- ZF community is larger
Sounds nice… anyway we picked Struts2 at the end for some technical reasons.
